UK notes show the monarch's head. I can imagine scammers taking "obsolete" notes off victims for replacement. As you say, this could be a payment delaying modality.

Today I've had a lad respond to an email I had sent him in march of 2019. Sorry for my late in reply to you. I had a brutal accident with my 2012 Benz , that madee me to be hospitalized for 2years. But I give God the glory that I am back again on my feet. In prison? We can always live in hope.

I had the fake website shut down, but googling on elements of it turned up a few dozen clones. Rather than having them closed, I wonder if a better approach would be to ask the hosts to lock them and replace the contents with a single page explaining it's a scam, as will be any other website address...
