Can scammers "Steal" your phone number?

So my father recently called me, explaining that over the past 2 months he has been getting repeatedly called by people saying that he called them. He did not. I even looked at his call logs.

He also has been getting called by weird numbers from all around the globe (Mostly London and Berlin. We know people in neither) but he's been ignoring them.

Is there any way scammers can use your own phone number to make all the legal problems fall onto you?

While this isn't really something we deal with here, spoofing a phone number is rather easy: https://usa.kaspersky.com/resource-cent ... r-spoofing

It sounds like this number is on some list being passed around. It might be worth the effort to get a new phone number.
