Turns out he didn't need help, he was just too stupid to read the slip:

The number for Moneygram is +1 etc. etc. Call them there for the control number.

I called the Moneygram to release the control number the waste my credit please go back to MONEY GRAM to collect the money back and send
it BY WORLD REMITLY MONEY TRANSFER is inside that receipt that you sent me please do it with that information that i gave you do it and
send me the information to pick it up OK
